The most common entry-level 811 mistake is to read the public ticket as the demarcation hypothesis on its own — to assume the response covers everything up to a single right-of-way line — and to proceed to the on-site pass without a separate F01 / F02 surface pre-sweep run. The response lexically speaks in five distinct read-states — and each read-state asks for a different on-site move. A marked-and-certified category is corroboration. A marked-but-not-certified category is a per-utility note the on-site pass re-verifies. A capped-at-the-box category is a deferred coverage the private locator or a pothole verification owns (the cap is visible; the utility owner explicitly will not certify). A no-response-received category is the unmarked 60–65% the surface pre-sweep has to corroborate before the equipment stack plans against it. And a deferred category is an explicit opt-out the kick-off summary records as such. The five states map onto the per-utility demarcation log at closeout — each utility’s coverage is recorded as one of these five, not as a binary coverage adjudication.

Anything unresolved at this point becomes a per-utility note on the kick-off summary the field crew executes against.
- Read the surface-pre-sweep disagreements the pre-call review raised against the customer / property owner read: a yellow APWA gas mark the 811 response did not return, an irrigation valve box the 811 response did not mark, a trench-cut scar that suggests an abandoned run. Each disagreement is a candidate for the equipment stack the on-site pass plans against — active EM induction at low frequency, pothole-ready verification, GPR for the host-material-flagged pockets.
- Close the kick-off call with a written per-utility handoff line — what each responding utility marked, what was deferred, what the band reading settled, what the surface and the 811 response disagreed on, and what the on-site pass owns — so the closeout report reads the same demarcation vocabulary the kick-off call opened with.
- At closeout, write down the per-utility demarcation: what each member utility owner covered, what the band reading settled for that utility, what the on-site pass confirmed inside vs outside the band, and the categories (private water laterals, irrigation, secondary electrical, communications drops past the demarcation, abandoned runs) the on-site pass resolved against the unmarked 60–65%. Without that line, the next contractor cannot tell which utility owner's coverage the locate was based on.
- Bundle the per-utility demarcation with the kick-off-call summary and the pre-call coverage review so the closeout map reads the same framing the field crew read on-site: what the 811 response said, what the surface pre-sweep said, what the kick-off call agreed to, what the on-site pass did. The frame that survives a project handover is the one that keeps the 811 response, the surface pre-sweep, the kick-off summary, and the on-site closeout on the same artefact.
- If a demarcation choice on-site had to depart from the kick-off-call read (a utility owner's deferred category turned out to be marked after all; a fitting inside the band had to be re-read against a closer coupling), note the deviation and the reason on the closeout — so the next kick-off call on this scope starts from the working demarcation, not from a default.
- Close the loop with a plain-language summary the customer can read: what each member utility covered, what the band settled for that utility, what the private-side 60–65% the scope resolved, and what the closeout map shows — so the customer does not have to ask "why does this report say the 811 response covered only a portion of the locate" on the way out the door.
The single sentence that travels with every residential or small-commercial closeout: “We read the 811 response and the surface pre-sweep together as one agreed-vs-disagreed input, walked the site with you to settle the per-utility band reading at each meter or stub, recorded the kick-off summary as the demarcation contract the on-site pass executes against, and closed the closeout with a per-utility demarcation log that reads the same vocabulary the kick-off opened with.” That sentence, in the kick-off email and on the closeout summary, prevents both the “811 covered everything up to the property line” over-simplification and the “why did the private side still turn up unmarked runs” surprise after mobilisation. It is small, it is plain, and it does most of the demarcation-decision work the team needs to do outside of the field report.
Phase 1 — pre-call coverage review against the surface pre-sweep — sets the DEMARCATION precondition. Phase 2 — kick-off-call tenure at handoff to the private locator — is the per-utility band reading the framework promises, so subsequent readers of the closeout do not have to re-decide the demarcation.
