What private utilities are

The assets on the property-owner side of the meter

Private utilities are the lines and equipment that sit behind the public utility meter or right-of-way boundary — owned by the property owner, the campus, the facility, or the private system operator. They are not on 811's member-utility lists, so a normal locate ticket does not reach them.

  • Water service laterals from the meter to the building
  • Fire-service laterals, hydrant leads, and private fire loops
  • Site power feeders, duct banks, and pad-mount equipment
  • Gas and LP lines downstream of the meter
  • Sanitary laterals, grease lines, and cleanouts
  • Storm drains, catch basins, and private detention piping
  • Low-voltage / communications, site fiber, and security conduit
  • Site lighting, branch circuits, and amenity power
  • Irrigation systems, control wiring, and valve manifolds
  • Geo-exchange (geothermal) loops and grout-hold piping
  • Private chilled water, steam, and district-energy loops
  • Abandoned or unknown-service lines left from prior work
What 811 does not cover

811 stops at the meter — the rest is your problem

811 is a notification service for its member utilities. A ticket routes to each member that has assets in the right-of-way, and each member locates the public-side portion of its system — typically up to the meter or point-of-service. Anything beyond that boundary, plus non-member utilities, abandoned lines, and post-meter service, is outside the scope of the response.

  • Private property lines

    On-site distribution that runs inside the property boundary is owned and maintained by the property owner — 811 will not mark it.

  • Non-member utilities

    Any utility that has not joined the 811 notification system is invisible to a standard locate ticket. Site lighting, private water, irrigation, and low-voltage contractors are examples.

  • Post-meter service and downstream lines

    The service lateral usually stops being a member-utility responsibility at the meter or point-of-service. Everything on the customer side is on the property owner.

  • Abandoned and unknown lines

    Left in place from prior construction, demolished buildings, or undocumented tie-ins — 811 only marks what its records show. The rest has to be field-verified.

Industry damage data puts the annual cost of utility strikes in the United States in the tens of billions of dollars, with private-side assets accounting for a large share of those incidents. Closing the gap above the 811 boundary is where a private utility locator earns the fee.

Why NULCA-certified locator

Certification plus multi-method geophysics is what closes the gap

NULCA — the National Utility Locating Contractors Association — is the industry-recognized body for the locating profession, and its Locator Certification Program is the baseline that procurement language defaults to. Certification is the floor; multi-method geophysics is what actually reads the site.

  • NULCA certification is the contractor-side baseline — a uniform standard for how a locator reads a ticket, marks a site, and reports the result.
  • EML (electromagnetic induction) and RF (radio-frequency) methods read conductive and energized targets — the workhorse pair on most sites.
  • GPR (ground-penetrating radar) reads non-conductive targets — PVC, HDPE, fiber, voids, and unknown structures — that the other two methods miss.
  • ASCE 38 ties the combination to horizontal + vertical confidence tiers so a scope document holds the locator to a defined outcome.
  • Multi-method is what makes the deliverable defensible on a hospital, campus, or municipal scope — single-method marks are not.
