Why positive read-state verification matters before excavation
Methodology note on why a positive read-state on every asset in the planned corridor is the only defensible mark-out, and what it changes about pre-field intelligence.

A pre-excavation mark-out is only as good as the read-state behind every mark. A positive read-state means the locating team induced a signal on the target line, watched the receiver respond across the planned corridor, and recorded the response at every mark point — not that they swept the corridor and declared it clear by absence. The distinction is not subtle, and it is the reason a single-method sweep on a complex site is rarely a defensible answer on its own.
The methodology follows. Before mobilization, the team names the assets the planned corridor could cross — typically a working list pulled from the 811 response, the as-built, and the interview step. Each named asset is then treated as a separate verification target, not as part of a generic "find everything" sweep. On site, the team induces a signal on the target line by direct connection, induction, or sonde tracing — whichever the access allows — and walks the receiver across the planned corridor, recording the response at every mark. A target that does not respond on the first pass is re-attempted with a complementary method before it is recorded as undetermined rather than absent.
What changes about pre-field intelligence is the unit of work. The team no longer plans a generic sweep; it plans a per-asset verification cadence — name the asset, name the method, name the access constraint, name the re-attempt method. That cadence is what carries forward into the closeout: a one-page briefing for the contractor crew that names each verified asset, each undetermined asset, and each suspected abandoned segment flagged for potholing. The contractor opens the excavation knowing exactly which assets the sweep read positively and which ones the sweep could not read at all.
The deeper point is institutional. A program that runs on positive read-state verification turns the 811 ticket from the answer into the start. The ticket lists the assets the utility owners think are live; the verification cadence asks the field to confirm that each one is actually live in the planned corridor, and the closeout carries the verified picture forward into the next sweep.
